Location: Istanbul Head office
Purpose: The purpose of the role is to manage portfolio of contracts (average number of contracts +100) and handling new demands assigned to Class of Business and categories according to Category Management Contracting & Procurement (CMCP) guidelines.
Senior Buyer is accountable for aggregating/leveraging 3rd party spend/demand and to develop/execute the sourcing strategy to optimise Shell’s buying power and reduce the overall 3rd party spend and total cost of ownership.
This role will ensure the Sourcing Strategy is aligned with Business/Function priorities through regular engagement with key business stakeholders and 3rd party suppliers to establish annual, integrated cost saving targets in an integrated business environment.
Accountabilities:
Work with various suppliers and stakeholders within various Shell Businesses to execute Category Management commercial work plans, assuring supply of contracts at market competitive terms and conditions, as well as delivering value through Bottom Line Impacts.
Contracting & Procurement is continuing to further improve the basics around Post-Award Contract Management, Automation, Digitalisation and Operational Excellence via different activities and projects. Another priority is to ensure close connectivity between the global and local teams through extensive sharing of best practices and ongoing engagements between category and delivery teams.
Categories to be supported:
Responsible candidate is expected to support direct & indirect purchases under below categories;
Engineering, Repair and construction Works, Promotional items, B2B& B2C loyalty program services, CRM programs, BTL agencies & campaigns & projects, incentive programs, sponsorships, Waste Management, Inspection Services, Regulation Consultancy, Custom Consultancy, IT Consultancy, IT Infrastructure, car rental, meal cards, HR services contracts, logistics
Category Strategy Development:
*Developing and implementing sourcing strategies to meet the needs of internal customers in compliance with the Global Procurement Strategy
*Be the external face to the industry and be aware of industry trends, familiar with the key players, and bring that external insight into the Shell
Effective Relationship Management:
* Build and maintain good relations with key suppliers and manage negotiations including resolution of operational and supplier performance issues relating to the contract.
* Build and maintain good relations with internal and external stakeholders
Procurement Policy & Strategy:
*Managing regional or local tenders, negotiations or other operational procurement matters, negotiation with suppliers on contract terms
*Effective contract management in line with global procurement policies.
*Set-up and follow-up of On-Line Bidding.
*Market Research for alternative competitive or creative suppliers
*Contribute technical and functional evaluation of Specifications
*Contracts and related database management.
*Purchase order and contract creation and follow up in SAP/ Ariba
*Make sure that all pre-award requirements (which can be E&C,HR,IT and/or Finance related) are met before the contracting & procurement process is started
*Support all stakeholders about all pre-award & post-award requirements when it is needed according to Global Contracting & Procurement processes and fully compliant with related systems/regulations.
