Accountabilities
Contracting & Procurement (CP) is striving to be "commercial powerhouse" and trusted advisors to the business, primary role is to seek out and generate value, minimise business and HSSE risks while extracting a value from third party spends.
The role of the CP Lead Mobility NFR Turkey is responsible for managing the strategic execution of sourcing strategies and ensuring optimal contract coverage (cost extraction and commercial risk mitigation) across spend of the business for NFR, Sales & Marketing Mobility and Lubes. This role will be expected to manage within a matrix organization, implementing and executing the cost savings and value creation initiatives considering the local market conditions and the global category management strategies
To ensure that Procurement adds value to the various businesses mostly in NFR & Sales & Marketing categories, through Total Cost of Ownership, delivering or exceeding business service needs and Third Party Spend Savings targets
To provide coaching and coordinate work with 3 CP Specialist in TR who are accountable for operational contracts in the integrated Turkey market.
Categories to be supported:
*Convenience Retail: Turkey is DO environment and regardless of the ownership of the site, CP negotiate with the suppliers for the whole volume (CO+ DO) which means CP Lead Mobility NFR also manages 55% more of the above given annual spend (excluding Tobacco) for DO stations.
Focus on Category Management for Food & Non-Food, development of partners for special projects, Creating strong partnerships with premium brands under Deli2go (new SKUs in existing Deli2go brands, new suppliers), Restructuring CR supply Chain, Establishing strategic partnership with biggest Tobacco and FMCG suppliers, Establishing partnership with an online delivery platform, manage various contracts under TCOYC (exc car care), Format and Alliances categories.
*Brand & Communication: Media Buying, BTL, ATL, Partnership Agreements and related spend management etc - BTL agency selection process, ATL fee remuneration, media spend optimization and planning, local brand campaigns support.
Integrated category spend management for other B&C projects as uniforms, printing & logistics, visualizing and digital.
Payment and Loyalty and Digital: Deeper focus NFR IT and IT Marketing projects applied to whole network (CO&DO sites), more value added procurement activities and robust strategies are crucial to meet expectations in Digitalisation and NFR growth (Agile NFR requirements, digital signage, data analytics, planogram management, new payment system implementations (Shell POS, Shell Pay, Shell Wallet, BNPL) and cross loyalty projects with fuel &NFR, DO&CO sites)
Development of cross-promotional alliances with other major organizations such as grocers, airlines, telecoms companies with marketing, cost optimization and contract management for all related projects
* Applying global Contract Management & Category Management best practices and tools.
*Cash flow support by payment term extensions and effective stock level management
*Providing input to the Global Category Strategy and ensure an effective and efficient local or “localized” implementation of the Global Category Strategies in Turkey
*T&R and Enterprise Value ’focal point2 for CP Turkey
Manage Tactical Contracts (25+) with designated Contract Holders
Conduct continuous market search to keep contractor portfolio active and updated
Ensures that category is delivering current & future needs while connected with the business to achieve appropriate technical, commercial and HSSE outcomes
Category Strategy Development:
* Develop commercially competitive C&P strategies for Mobility CR, Marketing, Sales&Ops and IT which meets the Business Demand while considering implementation of Global Strategies at local/regional level.
* Apply innovative approaches to develop value improvement opportunities with suppliers to realise actual bottom line impact on OPEX, CAPEX costs or to generate revenue opportunities.
*Conduct tenders, evaluate bids & drive negotiations with Suppliers in accordance to the CMCP as an overall ‘guidance’.
*Ensure delivery & effectively manage contracts while continuously drive value improvement targets.
*Be the external face to the industry and be aware of industry trends, familiar with the key players, and bring that external insight into the Shell team
Effective Relationship Management:
* Proactively identify & understand commercial/procurement needs from internal stakeholders and collaboratively propose competitive solutions.
* Work to improve and structure QBRs (85% of the contracts) and other contract management practices

*Achieving Value Improvements and Third Party Spend Savings for the Category and reporting within tools in line with global process and procedures
*Responsible to support delivery of RtP (Requisition to Payment) KPIs and compliance delivery for Turkey
Process
* Ensure application of the E2E CMCP process, using commercial judgement, common sense and a simplification mind-set, understanding the difference between non-negotiable compliance elements (Safety, E&C, Code of Conduct, Law, Tax) and CP operating practices, while always keeping enterprise business value in focus.
*Fully compliant with ISO9001 Management Quality system, ISO27001 Information security management systems, IATF 16949 International Automotive Task Force , TS EN ISO 14001 Environmental Management System, ISO 10002 Complaint Handling and Customer Satisfaction Quality Management System, ISO 45001 Occupational Health and Safety Management Systems standards/procedures/work instruction
*Fully compliant to related regulations
HSSE
• Ensure contract strategy supports Goal Zero Aspiration through implementation of robust Contractor Safety Management practices and alignment to Shell’s personal and process safety Goal Zero focus areas.
• Implementation of Contractor HSSE practices in close liaison with HSSE Manager, Contract Managers/Holders and Owners, specifically manage the Fresh Food supply chain HSSE risks and high risk contracts in line with the HSSE practices.

Managing a team of 5 Direct Reports consisting of Senior Buyers and CP Ops staff
ACV (approved contract value) Managed: Approximately 150 M USD ACV is managed
Standing in for Lead Procurement Manager and approving POs and Contracts up to 5 mln USD and Accelerated Payment Requests of up to 100.000 USD
