Job Description:
Position Definition & Purpose
The post holder will perform project/program management and senior advisor role for tax and projects within the scope of finance team. We expect 70% to be focused on tax, compliance, reporting where the incumbent may be managing or providing guidance thru program management and 30% time supporting / leading any special project within the finance team - specifically to stabilize e2e compliance processes and create value in line with internal&external compliance requirements as well as business&strategy needs& challenges. He/she will be applying CI approach/waterfall and/or agile project management as per size and complexity of the projects.
Finance processes, tax processes and statutory reporting requirements have to be in line with local L&F Requirements (LFR). The challenge for LFR, they are included in standard processes, however they may erode by time and the operational excellence gaps may result in high risks and value leakages. Short to medium term focus of the position is delivery of medium size and complexity projects and continuous improvement initiatives across the finance organization and supporting building pipeline of future initiatives.
The role will partner CFO, CTL and finance leaders for tax and compliance matters with a high skill set on project management and program manager area along with tax, finance, business and system&process knowledge.
Dimensions:
• 5 Legal entities have periodical tax compliance activities in numbers more than 250 tax returns and plenty declarations/submissions to tax authorities
• Number of annual tax investigations is more than 25 (6 full scope tax audit in the last 10 years), number of annual cross audit data requests is more than 250. Compliance related challenges are critical for tax investigations, it may lead to a direct assessment position.
• Tax refund is subject to tax audit (ED refunds for 24 period per year due to lubs exports and biodiesel sales)
• STAŞ submits BLG for ED liabilities, and resolve it after sales. BLG releases are subject to transactional match of sales invoices with actual purchases and import data, production reports by sworn financial advisor and investigations. Annual usage of BLG is 1,5 b TL
• 4 legal entity is using e-invoice and e-delivery notes for its sales, new legislation requires on time invoicing for fuel sales by 2022.
• The tax and finance projects in recent years are numerous (e-ledger, e-invoice, e-records keeping, e-delivery notes, WoW improvement projects etc)
• There are also accountability matters due to unclear Roles&Responsibility in compliance activities/processes after finance organizational changes and intense new requirements (tax and statutory requirements)
• Energy transition and business agenda also requires finance driven projects
Principal Accountabilities of the Role
Project Management plans, controls and executes a project or set of related projects to meet identified business needs and deliver business value, through acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales and quality. This position will lead medium-to-complex projects of moderate complexity and risk and has the following accountabilities:
• Plan, execute, monitor, control, and close all aspects of the project lifecycle.
• Mobilize and lead a team with the necessary skills, composed of a mixture of staff and suppliers across organizational boundaries.
• Manage scope through a structured change management process to ensure commitments are achieved within agreed time, cost, and quality parameters with focus on delivering the business benefits.
• Create and validate financial forecasts and provide ongoing reconciliation of resources and expenditures.
• Ensure appropriate stakeholder change and communication plans and engagements are developed and executed- strategy, deliverables, and presentation to senior management (project sponsor, DRB or Steering committee-.
The role will also be responsible from below scope;
• Responsible for identifying improvement areas in tax & reporting, analysing and proposing projects, prioritising as per resourcing constraints
• Appling CI or proper methodology to projects
• Lead or support medium to high complexity projects and improvement efforts:
o Lead or coordinate Continuous Improvement (CI), migration and other projects with high value or complexity.
o Apply Program Manager role for CFO/CEO driven projects
o Provide project management support and consultations for individual projects or workstreams as required.
• Bring in external insights and network with other functions to support advancement of performance management, data driven organization
• Data & process management as focal point for tax IMCFP (Information Management Compliance Focal Point) and supervise payment E2E management, record management, response management for formal inquiries, conversion of journal entries data which is out of scope of e-record keeping project to user-friendly interface
• Guiding and training the tax team for digitalisation, data and process automation projects
• Support tax team in audit readiness initiations which requires process improvement and data mining processes
Special Challenges
• Complexities around e2e tax compliance process due to relatively volatile and demanding fiscal environment
• Frequency and impact of tax investigations is high
• Manual tax and reporting processes need to be replaced with process automation and digitalization
• Turkiye’s statutory reporting framework requires stabilization steps to establish over reporting. There are statutory compliance gaps and organizational issues related to RASCI between different teams (Onshore finance and offshore FO organizations)
