Accountabilities
• Coordinate EiD (Excellence in Distribution) agenda.
• Focal point for related projects within T&S Turkey in close collaboration with the global Physical Asset Optimization Team:
- Terminal Operations Continuous Improvement
- OSP Value Frameworks
• Support RT, JV and Products teams, as needed, for related projects:
- Road Transport Continuous Improvement process
- Primary Transport Improvement Programme
- JV Value Frameworks
• Monitors, benchmarks and analyzes E2E performance (inc. safety, operational and financial performance) in key areas of cluster operations and advise Distribution Operations Manager, Products Manager, Terminal Managers, JV Manager and OF Manager.
• Focal point for TSO T&R, budgeting process.
• Provides analytical and reporting support for Distribution Operations metrics. Produces, maintains and analysis relevant TSO KPIs through a dashboard.
• Coordinates Operational preparations for new Business Development Projects. Ensure that all aspects are assessed through decision process and actions are followed up during implementation.
• Identify opportunities to save costs, reduce waste and implement best practices. Initiates, implements and controls operations improvement changes. Champion of continuous improvement philosophy through systematic and behavioral initiatives.
• Leads the digitalization agenda of T&S Operations Turkey.
• Delivers Global IT Roadmap (IT projects) for Terminals and Road Transport.
• Ensures sharing and embedding of operational best practices.
• Whenever needed, act as operations SME for Terminals.
• Maintain interface with functions (HSSE, PQ, Engineering, Physical Asset Optimization and Measurement) and ensure necessary support is provided and procedures are robust.
• Provide direct assistance to the Distribution Operations Support Manager as needed.
• Focal point for TSO Business Continuity Plans.
• Assist with gap assessments and track action items.
• Assist Terminal/RT/JV Managers by implementing appropriate training plans to support the competency/FLBM process.
• Support audits and assurance programs, including preparation, coordination and tracking of action items.
• Support LOD-1 assurance program inc. KPI reporting/health checks.
• Support TOM updates and implementation to the field.
• Support HSSE Control Framework within Distribution Operations.
• Ensure full compliance with ISO9001 Management Quality system and ISO27001 information security management systems.
• Act as TA 3 operation in the Integrity Management system.
• Within the framework of the RDS Group level competency assurance process, Frontline Barrier Management FLBM encompasses the competency assurance of four critical activities in Trading & Supply terminal operations being Product Storage & Handling, Emergency Response, Asset Management, Permit to Work.
• The Cluster FLBM Assessor of TURKEY owns overall FLBM Frontline Barrier Management assessment process in the Cluster.
• Reviews in partnership with Operations Manager the Assessment needs within Cluster, prioritises plan for yearly delivery of initial competence assessments to fulfil Group Competence Assurance requirements, and to ensure that the key business objectives are met in relation to the Terminal Operations Manual, of the HSSE Control Framework and of the Asset Management System. Subsequently integrateing further FLBM assessments items, thereafter driving sustain & improve of the full FLBM assessment cycle.
• Develops a timely plan to assess those individuals, whilst being mindful to limit conflict with ongoing local initiatives in play.
• Holds the tension across the Cluster to meet delivery targets.
• Demonstrate best practice Assessor behaviours, ensuring reference to LOPs/PIs during process and robust feedback to assessed individuals as well as Terminal Manager with regards to outcome of assessment.
• Supports Terminal Managers implementing appropriate plans to ensure individuals whom have not yet met required standard are trained onsite and reassessed within a reasonable period.
• Makes strategic recommendations within terminals if significant numbers are not meeting competency level.
• Works with EUAF Terminal Improvement Lead to continuously improve the roll-out of initiatives and implementation of learnings across region and development/training onsite.
• Reviews and feedback on quality of onsite documentation (Local Operating Procedures, Work Instructions/TOM etc).
• Tracks progress and reports out to stakeholder regularly.
Responsibility
• Support Terminals in TR for compliance with statutory requirements and legal legislations.
• Providing operational support for the internal audits (LOD 1), supervision of Site HSE contractors.
• Ensuring the implementation of quality management systems.
• As an operational focal point, Ensuring the implementation & fulfill the task/tasks for continuous improvement for ISO 9001 quality management systems requirements and ISO 27001 Information Security.
• Execute FLBM program in scheduled interval for Turkey with agreed scope including re assessments and assessment of new joiners or changes in staff.
• As a part of FLBM assessment, During the stay and executing assessments at terminals, observe and address HSSE, Compliance related issues. e.g. report Near Miss/Potential Incidents. Report at least 1 NM/PI per month yourself during traveling and visiting terminals.
• Support the embedment of the LOD/1 program by conducting at least 4 SME support Checks in Turkey.
• Deliver the Seveso follow ups, In case of need; verify the actions arised from HAZOP studies are implemented correctly.
• Actively participate in delivering the LPG and Fuel terminal OSP assurance programme.
• Actively participate in delivering the JV Assurance program as operations member.
• Act as the SO assessor in TR. Train& assess the T&S Ops. and LSC Derince ops. team for SO program.
• Support the competence assurance by providing PTW f2f training with in the regular interval in TR as PTW trainer.
• Act as an operational focal point for delivering the Permit Vision project starting at the end of Q1 till beginning of Q4 in 2017.
• Act as the AIM-EDMS focal point in Turkey to sustain and improve the usage of it.
• Share learnings and observations of the FLBM assessments with peers.
• Improve own assessments when GAPS are identified in the process.
• Use experience to identify GAPS in processes/procedures at terminals and discuss with TM and others how to close them. Give support where required.
• Support HEMP application in terminals.
• Support cost effective closing of identified gaps.
• Support the LPG OSP start-up activities when needed.
• Cost saving by value generation initiatives.
• Do mandatory trainings on time in full.

• Improvement of “TS TR Competency Requirement Matrix" D-P30-HSSE Yetkinlik Prosedürü” and monitoring the competency gaps to be closed of T&S employees in TR.
