As a member of T&S Business Assurance Team, Business Assurance Analyst will support this commitments effectively in a rapidly evolving environment.

Job Description

EMRA -Licenses, NM (National Marker), Reports

- To submit T&S related EMRA(EPDK) reports on time and fully complied with Turkish Petroleum Market Law and EMRA regulations for T&S and to ensure cross check mechanism is active for reports submitted by other departments

- Responsible of EMRA standard reporting for T&S and coordinate reporting /cross check process within the company

- Constantly monitor and report on progress of report submission process and data quality

- Coordinating and monitoring EMRA reporting from different departments of STAS and SCT.

- Liaise with TUBITAK for National Marker applications

- Participate NM(National Marker) pickup from TUBITAK and organize relevant people for participation

- Manage national marker ordering process and coordinate transportation.

- Monitor national marker injection operations in STAS, JV & third party terminals.

- Visit to terminals for NM operations observing regularly.

- Give compliance support for NM injection operations and EMRA related issues to terminals.

- Coordinate trainings to dispatch office staff about NM processes.

- Contract holder/owner of NM transportation and NM drum cleaning

- Update NM procedures according to regulation and application changes

- Submit changes and new EMRA licenses for STAS and SCTL in time

- Keep update all STAS and SCTL licenses and archive them with appropriate tool

- Follow up correct payment of EMRA income fee and participation fee

- Give support to T&S team about calculation of compulsory stock, biodiesel/ethanol blending rates

- Proactively follow and monitor EMRA legislations.

- Inform T&S team about legislation changes,

- Being responsible of coordinating EMRA correspondence in STAS & SCT for every license, communicating EMRA people for notifications problem and new notification forms & system except retail dealers automation system notifications.

- To participate in EMRA workshops.

- To participate in incident investigations related with EMRA legislation.

- Carry out necessary legislative trainings for relevant staff.

                - Answer queries from EMRA in time.

- Support T&S Assurance Manager and work with Customs Advisor and Assurance Analyst.

- Support products team with SAP knowledge.

- Prepare and keep update SOPs.

- Communication and management of internal& external stakeholders especially government authorities

- Fully compliant with ISO9001 Management Quality system and ISO27001 Information security management systems

- Coordinate GSAP tests as per Global and local requirements

- Coordinate KYC process

- First back up role for “TS Senior Business Assurance Analyst” & “T&S Customs Advisor” in the assurance team.

AEO (YYS) License

- Responsible for keeping AEO (Authorized Economic Operator) license active for both STAS and SCTL. Updating AEO question form, especially provide inputs for T&S part, supervise other departments,

                - Provide information and data for AEO customs audit,

                - Supervise other departments and customs agents for yearly activity report,

                - Support customs advisors,

Data Preparation for Audits

- Preparation of information and data from SAP for EMRA/Customs/Tax audit and queries;

                                - Fuel/LPG/Jet A1/additive purchase, sell, stock, gain/loss, production data

Data Preparation for Fiscal Authority

- Prepare data and tables for ethanol/biodiesel fiscal obligations, answer queries from fiscal authorities;

                                - ED refund tables for biodiesel (Monthly)

                                - ED deduction data preparation for ED declarations (every 15 day)

                                - Production data for YMM report (Monthly)

E-Record

- T&S Assurance analyst is expected to represent T&S point of view within the E-Record team, contribute with his/her wide T&S business knowledge as well as GSAP and business processes and reporting experience.

- His/her inputs will help the E-Record team to understand E2E T&S processes impacting stocks with all the existing operational scenarios, enabling those to be built into new reporting the model.

- On top of that, she/he should be able to prepare, analyze, sense check and improve T&S related data quality for retrospective years, while advising on system/ process changes to ensure data quality for future years.

- She/ He would be the focal point for triggering and coordinating required business/ reporting changes impacting T&S.

- Contribute to discussion on approach & process for development of new CRs

- Manage all the changes and issues with the relevant internal and external stakeholders.

- Contribute to quality assurance and testing of CRs impacting E-records

- Help maintain comprehensive user manuals and requirement guidelines to improve quality and consistency of reports


Dimensions

- All transactional data (circa 80 mln transactions per year) within the local entities; STAS (TR04) and SCTL (GB 56) are in the scope. (T&S focal will be responsible for all excluding LSC/ Lubs related transactions)

- 120 reports per entity per year need to be submitted for E-records, E-ledger of the entities should be compliant with legal fiscal requirement stated above.

- The new requirements may have significant impact on the business processes; T&S analyst will need to coordinate T&S related business process and reporting changes impacting fuel stocks/ movements (which may also indirectly impact Retail and Aviation)

For the back up role for TS Senior Business Assurance Analyst

- Every month 1 report for Biodiesel ED refund

- Every 15 day 1 report for ED declaration

- Every year one report for Production Report

- Proven internal stakeholder management skills and ability to communicate and influence effectively at - all levels

- Familiar with compliance framework and mind set

- Ability to respond quickly to changing priorities and multiple parallel activities

- Strong problem- solving skills

- A self-starter for risk analysis

- Cope with working under time pressure

- Manage working with tight deadline

- Turkish mother tongue is a prerequisite.

- Relevant experience in contractor management.

- Fluent in Business English, written and oral knowledge

- GSAP experience is a must.

- Familiar with technical manuals and IT applications used for report submissions

- Supply chain background with sound understanding, creating of reports in GSAP impacting key processes

- Good understanding of the relevant Turkish business environment and business models and compliance structure

- Relevant experience in project management.

- Knowledge how on current T&S business and reporting models, stock management and reporting
