Job Description:
Purpose
• HSE performance can be improved only through organizational and individual behavioural change which should be a coordinated and integrated effort among the Leadership and HSE advisors. The Corporate HSE manager plays a critical role in leading this across the organization in influencing CCT, EMT and RMT leaders and the JV Board members, creating an effective tension between challenge and support to drive the improvement programs with the line leadership who ultimately are accountable for safety and environmental performance, coordinating all business HSSE advisors and being a role model for all staff to improve safety performance and reaching Goal Zero by implementing Human Performance, Learning Mindset and Industry Life Saving Rules.
• This position provides overall health, safety and environmental assurance and assistance with strategic direction needed to support all Business Leaders in quality implementation and sustainability of the agreed upon Turkey’s HSE targets, priorities, and associated plans.
Accountabilities
• In line with Safety Refresh Programme, Human Performance, Learning Mindset and Industry Life Saving Rules, develop / propose / implement initiatives, HSE programs and standards to sustain HSE commitment and to raise HSE awareness and knowledge.
• Such as during Covid 19, monitor updates and changes in regulations and inform leaders, HSE community and stakeholders on expected new developments on Health, Safety, Environmental related legislations.
• Coordinate and HSSE team of different COBs in the country to actively promote safety and develop new programs across the country, coach as necessary.
• Assist the Country Chair and support STAS CEO to develop strategic implementation of HSSE programs & standards within the country.
• Manage and lead Common Safety and Health Units according to local regulations and make sure all mandatory implementations took place on time in full.
• Provide HSSE-SP assurance on road safety in Turkey and implement road safety program and standards across businesses.
• Collaborate with Country HR Manager, lead and manage Covid 19 risks and work together with company doctor and dietician for health-related issues & practices in line with “Be Well” Programme.
• Actively involved in Life Saving Rules Committee Meetings as a member and follow & implement the consequence management actions.
• Act as a Contract Holder and HSSE lead for some critical contracts in corporate operations that are safety related.
• Actively represent HSE interest in relevant NOIA/government/ industry workgroups (Petder, National Education Department, etc.) and provide professional guidance and support for Road Safety Social Investment activities in Turkey.
• Pro-actively advise and inform CCT and EMT members on best practices and support their HSE leadership where applicable.
• Plan, organize and execute EMT Safety Conversation field visits in line with annual Corporate HSE plan.
• Keep crisis management and emergency response plans updated. Make sure drills and trainings are conducted effectively and on time in all businesses.
• Support incident investigations as an expert and properly identify areas for improvement. Facilitate investigations as needed to find the root causes of incidents and make sure that actions are implemented. Also, assist with the preparation of Learning From Incidents (LFIs) as needed and make sure they are distributed for all qualifying incidents.
• Ensure HEMP Assessments are kept updated and that actions are closed out on safety related items in Turkey.
• Dotted-line reports to T&S Global HSSE Manager and actively participate in T&S Global HSSE leadership team meetings and provide support on safety tools/processes as needed.
• Liaise with Health, Safety, and Environmental representatives at Regional and Global level on latest Group requirements.
• Act as HSSE Policy & Procedure Development and Implementation Lead for Turkey especially for Personnel Road Transport Policy, Life Saving Rules Consequence Management Procedure and etc.
• Develop, implement and lead global HSSE & SP related projects supporting the cultural journey and help improve the overall HSE performance.
• Develop and implement fit for purpose processes and toolkits that help achieve a culture of Goal Zero across Turkey. Continue to cascade Goal Zero Heroes programme for staff and contractors.
• Ensure annual review of Health & Safety procedures, Self-Assessment forms, etc. (update as needed) Lead HSSE activities to ensure business activities meet the HSSE requirement of Turkey regulation and within the framework of group policies.
• Compile and distribute monthly CCT HSE messages and implement safety related campaigns including all staff and contractors.
• Advise operating areas in Turkey on the performance of HEMP, PTWs, MOCs, etc. to assure understanding of risk identification, safety procedures, etc.
• Ensure an understanding of the Contractor Safety Management System (CSMS) and ensure that HSSE improvement programs are developed for yellow banded contractors as appropriate.
• Arrange, plan and execute Shell Global Safety Day activities effectively all over the country as well as Road Safety Conferences and Shell Construction Safety Conferences.
• Provide HSE trainings for staff, contractors and drivers when necessary.
• Assist and work closely with Country Security Manager when needed including Travel Risk Assessments, Company Sponsored Events and Emergency Scenarios.

The incumbent will champion HSSE strategies and facilitate the management lines, through the HSSE managers and focal points, to implement the T&R plan covering the company scope as outlined below, ensuring full compliance at all times with regulatory frameworks and the Group HSSE policies and strategies.
SCTL, SEAŞ, SPAŞ and STAŞ Businesses and Functions including Retail, Trading & Supply, LSC, Global Commercial, Costumer Operations, Corporate Finance, ER, Legal and HR. Facilitate Head Office, 648 staff in STAS, SCT, SEAŞ businesses and 174 staff in SPAŞ business. 3 Fuel terminals, 2 LPG terminals, 4 JV facilities, 1 OSP, 40 LPG Ex-rack supply point ve 11 Fuel Ex-rack supply points, 1 LOBP, 1024 DO and 78 CO Retail Sites, through HSSE advisors and business safety focal points, 6 Common Safety and Health Units including Company Doctor, Nurses and Dietician. 1 direct report : Common Safety and Health Unit Safety Expert Budget: 720 k USD Exposure: 7.5 million work hours annually, Heavy Goods Vehicle: 25 million km, Light Vehicles: 5 million km. Influencing outside Shell: Regulators, government / industry workgroups, hauliers and contractors.
