Sorumluluklar

Purpose:

Supervise bulk discharge operations via vessel (jetty) and ISO-container of Base oils and additives, bulk loading operations via tankers (gantry) of finished products in accordance with LQS, GQS, IATF, ISO and ISGOTT requirements and according to the Plan set by Base oil planner and Production planner whilst meeting HSSE, Security and Environmental targets.

Manages bulk operations in a changeable shift pattern where necessary (3 shifts – 7days).

Coordinates on time and in best design delivery of LSC (Lubricants Supply Chain) CAPEX (Capital Expenditure) projects and CI (Continuous Improvement) projects. Makes the feasibility studies with related Plant supervisors and Project Engineers. Monitors the execution and the progress on daily basis. Responsible for e-PTW (e-Permit to Work) system as PA (Permit Authorizer), PV (Permit Verifier-as a back-up) and IO (Isolation Owner), IV (Isolation Verifier), IA (Isolation Authorizer) roles. Following the MoC process together with Project Engineer is also in scope of this role.

- Bulk Additive volume: 10 kton / annum

Principle Accountabilities:

• Ensure bulk operations are carried out in accordance with roles described in GSAP/Streamline.

• Ensure that all jetty & shore operations are consistent with HSSE, Quality, Marine ISGOTT rules and regulations. (c)

• Own and update Marine Terminal Booklet and Terminal Operations Manual. (c)

• Give acceptance to vessels in terms of compliance to jetty requirements by checking GMAS Ref and terminal port particulars. (c)

• Ensure Bulk Operations (jetty vessel discharge, ISO-Container discharge, Bulk loading), Forklift Movements, Warehouse Stacking, Tank Sampling, Road Tanker Sampling, Pipe Flushing, Pipe Pigging, Hose Exchange operations are performed in accordance with the Plan (set by the Planner) and consistent with HSSE & Quality & Marine rules and regulations. (c)

• Support preparation of vessel discharge plan, additive discharge plan and bulk loading plan.

• Follow jetty and container demurrage cases and costs. (c)

• Follow gain/losses of all deliveries by the help of 4-point analysis, define the root cause of gain/losses and start the claim process where necessary. (c)

• Work with Maintenance Supervisor to ensure tanks, jetty, gantry, discharge stations and Associated Equipment availability is maximized by providing high level of AI (Asset Integrity).

• Support inspection, test and maintenance activities of all critical equipments in his/her responsible area to complete on time in full. (c)

• Coach, train and lead Shore Officers and operators.

• To develop, motivate and recognize own team to create world-class professionals with a winning team spirit.

• Keep all plant hardware in good condition for the continuity of operations through optimizing requirements & frequency of maintenance activities in coordination with Maintenance & Investments Manager.

• Update Bulk Operations specific SOPs (Standard Operating Procedure) when necessary and train the operators.

• Ensure all in-transit stocks in Customs tanks are accurate in terms of physical count and book in system which will enable less stock gain/losses. (c)

• Ensure that all tank transfers are compliant within custom regulations. (c)

• Support physical bulk base oils and additives stock counts.

• Lead oil spill teams according to emergency response plan.

• Fully compliant with ISO9001 Management Quality system, ISO27001 Information security management systems, IATF 16949 International Automotive Task Force, TS EN ISO 14001 Environmental Management System, ISO 10002 Complaint Handling and Customer Satisfaction Quality Management Systems, ISO 45001 Occupational Health and Safety Management Systems standards/procedures/work instruction. (c)

• Authority to stop bulk operations in case of any quality problem. (c)

• Act as Permit Authorizer (PA), Permit Verifier (PV), Isolation Authorizer (IA), Isolation Verifier (IV), Isolation Owner (IO) in e-PTW system for his/her responsible area. (c )

• Manage Capex and CI projects execution perfectly in line with the Production Plant’s needs. ( c )

• Proactively manage all HSSE aspects of engineering activity execution and amongst team members and service providers and e-PTW processes. ( c )

• Proactively manage Isolation processes of Plant’s operational equipments prior to the execution of the projects with the help of Unit supervisors. ( c )

• Seek, challenge and encourage improvements in all aspects of project execution for the Production Units.

• Lead the Continuous Improvement Initiatives within Production Units.

• Follow the HSSE Golden Rules, Life Saving Rules and Goal Zero mindset and behaviours. ( c )

• Support updating Plant Master Plan each year by setting the priorities and timeline. ( c )

• Support preparation of Business Cases for the Business Development/Growth or SPANCO projects.

• Lead assessment and implementation of the proposals coming from plant idea box system and classify/RAM rate of PI/NM/Intervention reports.

• Adopt good practices from other plants and external environment.

• Ensure that e-PTW and e-MoC procedures are followed up. (c)

Related to HSSE: (c)

• Implement the HSSE Plans, Policies, Standards and Procedures according to the HSSE-MS.

• Ensure risks of HSSE related activities are reduced to ALARP.

• Ensure assets are safe guarded and controls are in place for people to operate safely.

• Provide adequate training for staff to develop competence.

• Promote HSE Golden Rules and Life Saving Rules.

Job Knowledge, Skills & Experience

Required Experience Qualification:

Bachelor’s Degree in Engineering with good command of Turkish and English. The position requires professional qualification and wide experience in operating jetty and plants. Demonstrated evidence of Enterprise first values and behaviours will be taken into account during the selection process.
