Interface with many different stakeholders; e.g. Global Category Managers, regional Procurement Managers, Lubricants community, particularly the Marketing and LSC teams, CP Operations, Finance, Legal, Suppliers, etc.
This role requires the ability to deliver through various networks and without line responsibility and thus require strong leadership and excellent stakeholder management skills.
Any lack in management of these contracts can cause , Compliance: Fines & Penalties, ( mandatory Biofuels Blending in Turkey), Business Continuity: Multiple Stock outs, Sale Loss, Low Customer Satisfaction, Reputational Loss ( Stock outs in Raw materials and filling disruptions, quality incidents at customers) Financial: Increase unit costs, Negative recovery, negative cash flow, E2E value loses
Job Description
The CP Lead Packaging & Additives (Raw Materials) is a part of Turkish procurement team for Lubricants,T&S and Mobility and report into the CP Manager Turkey. Being a member of CP, working as business partner but also be a member of the wider DS CP community.
The role manages the procurement and commercial aspects of projects and deals ACV ( approved contract value) between 200-300M USD
Work closely with senior stakeholders internal and external to Shell including Lubricant Plant manager, Category Managers and operations teams, and 3rd party suppliers.
Responsible for effective commercial strategies when implementing new projects and the selection and award of the most competitive partner for Shell.
Turkey Shell is a JV, following all global rules of C&P and HSSE standards while complying with local content. Knowledge in contractors in network, S&D and COGS market, closely monitoring business needs and ability to find solutions is a must in the sector where fierce competitions exist.
The market is also regulated by the governing body EMRA (energy markets regulatory authority) often comes up with requirements that the distributor companies should comply. The most recent and biggest impact was limiting dealer agreements to 5 years, which is driving to change investment strategies.Establishment of FMC from scratch and more Capex tenders shall increase C&P workload, where strategically STP had very limited spend till today.
All in all above challenges, training of Contract Holders, applying Contract Management for tactical contracts, is another priority to keep value improvement savings in-house
Accountabilities
To ensure that Procurement adds value to the various businesses mostly in COGS (cost of goods sold)categories, through Total Cost of Ownership, delivering or exceeding business service needs and Third Party Spend Savings targets.
Categories to be supported:
* Lubricants Packaging: All empty packs(Steel Drums, Plastic bottles, tinplates, Plastic Pails, Labels, pallets etc) used in Derince LOBP &GMP
*Additives: Additives under local scope and supporting the ones under regional scope
* Finished Lubes& Car Care : Antifreeze, Screenwash and Adblue supply for Lubricants& Mobility Sites
*HM Products: Bio Ethanol & Biodiesel Contracts
Category Strategy Development:
*Developing and implementing sourcing strategies to meet the needs of internal customers in compliance with the Global Contracting & Procurement processes and procedures
*Provide input to the Global Category Strategy and ensure an effective and efficient local or localized implementation of the Global Category Strategies in Turkey
*Be the external face to the industry and be aware of industry trends, familiar with the key players, and bring that external insight into the Shell team
Effective Relationship Management:
* Build and maintain good relations with key suppliers and manage negotiations including resolution of operational and supplier performance issues relating to the contract.
* Build and maintain good relations with internal and external stakeholders
KPI’s:
*Achieving Value Improvements and Third Party Spend Savings for the Category and reporting within tools in line with global process and procedures
*Responsible to support delivery of RtP (Requisition to Payment) KPIs and compliance delivery for Turkey
Procurement Policy & Strategy:
*Providing full Contracting & Procurement support for all businesses and other procurement Categories locally when needed.
*Managing regional or local tenders, negotiations or other operational procurement matters, negotiation with suppliers on contract terms
*Effective contract management in line with global procurement policies.
*Following-up and resolving of daily Contracting & Procurement related issues with Vendors, businesses, Finance and global Shared Service Center
*Set-up and follow-up of On-Line Bidding.
*Market Research for alternative competitive or creative suppliers
*Contribute technical and functional evaluation of Specifications
*Contracts and related database management.
*Purchase order and contract creation and follow up in SAP
